I was forced to give up rod making a few years ago when I join the OFC.
For eyes on D.B. poppers, I use tulip fabic paint. Won’t come off and you can make as large or small as you want.
It doesn’t run either. So I apply both eyes at the same time. Although if you make huge buggy eyes, you might want to 1 at a time. Face up and let dry for 20 minutes before flipping to other eye.

what size were these? what hook did you use?
For the DB poppers I used kinks shanked size 2, and the body to match. The DB heads come in a lot of sizes, and colors.
